Professor David Attard

Professor David Attard is a prominent figure in the international maritime sector, currently serving as the Director of the Maritime Security Compliance & Monitoring Department at Transport Malta. With a robust background in strategic management, education, psychology, and the legal-regulatory domains, he has dedicated his long career to enhancing knowledge and competencies in risk and security management and compliance in the risk management, critical infrastructure protection, maritime cyber security, maritime and aviation security industries especially through the lens of change dynamics and peak performance influenced by what is known as the cybernetic noosphere paradigm. Professor Attard stresses that leadership for the future will need to combine the cybernetic noosphere paradigm which has to be applied through courage, creativity, connectivity across cultures with an openness towards new things to deal with the adversities of the BANI world. 

His academic achievements are noteworthy; Professor Attard has been recognised for his contributions in various interdisciplinary fields embracing behavioural, and resilience training, implementation and research. He developed and implemented several highly acclaimed transformative leadership and management programmes for special groups.  Over the past three decades he has played a significant role in shaping European maritime security compliance and regulatory policy and implementation frameworks, ensuring adherence to international standards. 

He is a certified ISO Auditor as well as a distinguished European Commission National Inspector and Auditor for Maritime Security Compliance for European ports and port facilities and terminals.

Professor Attard holds several degrees and professional credentials and has extensive experience in various senior positions spanning across industries including the aviation and maritime security compliance sectors. His expertise encompasses maritime security, compliance monitoring, and the implementation of safety regulations. He has actively participated and led numerous international forums, contributing valuable insights on critical infrastructure protection, maritime security legal and regulatory frameworks and business continuity issues to foster industry knowledge innovation and evolution.
